Luck of the dwarves is made of a gold bar, 20 earth runes, 20 fire runes, cosmic rune, and alchemical onyx at level 91 Crafting. The alchemical onyx must be enchanted by casting the spell Enchant Level 6 Jewellery. 

How do Tier 4 Luck rings work in Runescape? 

Runescape Luck of the Dwarves is a luck ring, which slightly increases the chance to receive certain unique drops and rewards when worn. It is classified as a Tier 4 luck enhancer, can affects all Slayer monsters, all skilling, elite clues and lower, and bosses. 

It is worth to mention that lower tier luck enhancers benefit players at the current levels while only T4 luck items will cover all types of loot from slayer mobs, bosses, elite clues and lower. For example, T3 do not include T1 and T2 bonuses, but T4 would include everything. 

What is the rare drop rate from Luck of the Dwarves? 

We have known that the rare drop increase is 1%. But the official post says that Tier 4 luck items benefit loots from “Elite clues, and lower”. Many players surmise that Jagex may be planning on master clues, and hazelmere's ring. Thus, the comparison between luck of the dwarves and common items in rare drops cannot be done until hazelmere's ring is released. 

Indeed, luck of the dwarves can increase the chance of rare drops from all slayer mobs, bosses, and clues. But it has higher requirements to be crafted.
